2. Disclosures of interest – none.
3. Minutes of the last meeting (9 April 2013)
The minutes of the last Planning Committee meeting on 9 April 2013 were approved and signed as correct. Proposed by Cllr Shand, seconded by Cllr Webster. All in favour (7).
4. Matters arising.
12/95P – TPOs within parish. Two sets of plans for TPO 1094. The tree team have advised Clerk both TPOs have been incorrectly issued with same number, and they will be reviewed in due course when resources are available. Still awaiting a response from the NPA Tree Team.
12/113P – Projector & Screen at Ellingham Church Hall. The Clerk is awaiting a cost indication from Terry Mason for the screen; Clerk to chase. Cllr Errington will send a proposal to the Clerk for circulation for him to buy the projector and computer to drive it personally and hire it to the Parish Council for its’ 22 meetings a year at an agreed rate. Clerk to put on agenda for 28 May 2013.
12/175P Adlams Plantation. Clerk has sent request for this wood to be TPO’d. Liz Beckett advised she has liaised with Rosemary Box and this wood is within a s.106 stating the wood needs to be managed for a period of 80 years by systematic thinning and removal of Turkey oaks. When it is finalised, Liz will review the s.106 and advise the clerk her opinion. Still awaiting a response from the NPA Tree Team.
12/204P Dragon’s teeth Moyles Court ford area. Clerk to liaise with Cllr Errington to complete the resurfacing work.
13/60P – New Forest Community Routes. Cllr Richardson has completed recording Parish routes on their map.
13/61P – Cllr Webster raised concerns where trees are showing signs of ringbarking the trees are not fenced to protect them from stock. Clerk to liaise with the owner.

6. Development control and TPO applications.
Please note: the applications are recorded in the order that they were discussed, not as per the agenda.
NPA 13/98390 Butts Lawn, Mockbeggar – greenhouse. Cllr Burtenshaw explained the location of the property and demonstrated where the greenhouse is to be sited in the rear garden using photos from the Design and Access statement. The size of the greenhouse is 24ft by 10ft with a central height of 2.7m; it would not be visible from the main Gorley Road and only partially visible from neighbouring properties. The Planning Officer’s briefing note states it appears to be incidental to the main building and appropriate to the main dwelling.
Cllr Burtenshaw proposed to recommend permission under option 3. Seconded by Cllr Stokes, all in favour (7).
NFDC 13/10487 Blashford Cottage, Salisbury Road, Blashford – Single-storey & 1st floor rear extension (extension to time limit of pp 10/95323). Cllr Spark detailed the location and showed aerial views, detailing this application is simply a request to extend the time limit of the original planning permission granted 10/95323; there are no amendments. It was clarified with the attending applicant that the building is not listed.
Cllr Spark stated his opinion is the proposed plans are an improvement on the existing property, and the Planning Committee approved the original plans in 2010.
Cllr Burtenshaw proposed to recommend permission under option 3. Seconded by Cllr Spark, all in favour (7).
NPA CONS/13/0268 Dairy Cottage, Mockbeggar Lane, Ibsley – fell sycamore & robinia. Cllr Spark explained where the property is and showed photos of the two trees at the front boundary on Mockbeggar Lane. The trees are sited very close to a telegraph pole, and the branches are in contact with the telephone cables.
Cllr Spark proposed to recommend to raise no objections. Seconded by Cllr Shand, all in favour (7).
The Clerk was asked to investigate with the NPA Tree Team if there is any guidance, either a booklet or web-based, for when a tree application is required.

There was some discussion on the decision of application Land at Mockbeggar 13/98209/LDCE. It was agreed any issues are to be reported to the Clerk, and then the next course of action will be decided.

9. Consultations – none.
10. Discuss and consider application for bridge across ditch on EHI owned verge at Cross Lanes
The applicant, Mr Mawson, had advised the Clerk he was unable to attend the meeting, but had sent an email summarising the three points he wished the Planning Committee to consider: the Clerk read this email out to the members and all other previous correspondence had been circulated to the members by email.
It was clarified to all where the property Forest Korna is situated, with access across the verge to Mockbeggar Lane East. Mr Mawson would like direct access to the mobile home in the rear of his garden over the Parish Council owned ditch on SSSI designated Cross Lanes green. He commenced erection of a bridge at the end of February 2013 (to assist with accessing the mobile home whilst improvements were being carried out), and immediately halted installation and removed the bridge at the request of the Parish Council. It has been noted that wooden pallets have been put in place since the removal of the bridge, and the Clerk has previously asked Mr Mawson to ensure that pallets are removed when the work to the mobile home is completed.
The members discussed at length:-
• How this verge, and the site of the bridge, has been identified as one of the only areas in the south of England for the very rare plant the Small Fleabane. Whilst this has not had an impact in the short term concerns were raised that prolonged use of this area as access would have a significant impact on the plant.
• The management agreement between the Parish Council and Natural England which sets out the terms of how this Site of Special Scientific Interest (SSSI) land can be used and occupied;
• Their concerns with granting a second access to the property across the verge when there is adequate access within the curtilage of the property;
• Concerns that investigations have revealed no historical evidence to suggest any side access to the rear of the property Forest Korna;
• Their unease that, should the Parish Council approve such a structure as a bridge, the potential danger to stock and other users and any associated liabilities.
After the above topics were discussed, it was agreed that the Clerk will write to Mr. Mawson advising the Parish Council do not feel such a request is appropriate, and request the pallets be removed within 7 days.

12. Other Business
The Clerk had circulated notifications of two Former Little Chef planning applications which are to be heard at the NPA Planning Committee on 21 May. Regrettably, no-one is available to attend and it was agreed Cllr Errington to prepare a statement to be sent to the members of the NPA Planning Committee. Clerk to contact NPA to give our apologies and find out process for Cllr Errington’s statement.
Since the approval of the agenda the Clerk had received notification of a consultation – 1APP Local Planning Application Requirements; closes 4Jul13 (circ.10May13). Cllr Spark volunteered to review this.
Cllr Webster requested if the Planning Committee can obtain an update from Rosemary Box on restoration of the former ConBloc site off Ellingham Drove, as she stated in March 2012 it should be restored. Cllr Burtenshaw advised the proposals are with Hampshire County Council, and she will enquire if there is any progress at the next meeting of the Hanson Concrete Charitable Trust on 12 June 2013.
The Clerk had been contacted by a resident in Cuffnels Close asking for any information of who may own the concrete street lights, which have never been lit. He has investigated with HCC and Street Lighting Services. Clerk was advised to ask Bob Brown.
Cllr Stokes advised a Harbridge resident has complained to him about model aircraft flying over his house from the Somerley Estate outside the specified flying area. Clerk to write to the resident advising of what she recommends the procedure should be in such cases.
Cllr Stokes detailed a resident has raised concerns of activity at Nutwell Wood in Lomer Lane where large chicken house has been erected along with ancillary buildings. It was agreed that the Clerk should report this to NFDC Enforcement.
Cllr Errington asked if all members can look at the current open consultation for the NPA Draft Landscape Character Assessment Plan sections:-
• Upper Avon Valley
• Northern Heathland and Forest
The Landscape Officer Sarah Kelly has offered to come and talk to the Parish Council; Cllr Errington requested that all members give feedback to whether they feel it would be beneficial to ask Sarah along to a Parish Council meeting. Clerk to send document to all.
